I think Ben would be the perfect guy to direct a Green Arrow movie based on Mike Grell's The Longbow Hunters.

The MCU does much of the same as well in terms of following/riffing on some of the top stories in their catalog. It just makes sense to do so, when you have 50+ years of "modern" comics to draw from, don't overthink it and crib from the best. I agree this may be the direction, although I question including the Flash due to Ezra Miller's incidents the last couple of years. Well that’s what the current “Dawn of DC” initiative is about in DC Comics. The Light. And the whole Legion of Doom history with Superfriends may make having a super-villain team seem too contrived or campy, maybe.
But Savage, Al Ghul and Luthor would be formidable in terms of storytelling options if not played as crazy people but calm, manipulative, ruthless, and focused, with resources that would require a team to bring down.
DC's big problem, to me, will be doing something interconnected that doesn't seem like it is copying Marvel, which is why I thought Darkseid should never have been the big bad for the Justice League as for non-fans he would seem like another Thanos.
Those guys are excellent because they're the answer to DC's reputation as being tales of 'gods amongst men' - make the 'mere' men the dangerous ones.
The Teen Titans, Legion of Super-Heroes, Metal Men, Justice League of America, Hal Jordan, John Stewart, Guy Gardner, the Green Lantern Corps, Barry Allen, Ray Palmer, Aquaman, Adam Strange, Barbara Gordon, Challengers of the Unknown, Deadman, Katar Hol, Animal Man, Zatanna, Metamorpho, the Creeper, and I could go on.
