True it says that but if you look at the details and specs; it gives you the exact measurements. NECA also did that spiritual sequel line that focused mostly on celebrities. It’s probably 8” (or there about) to the top of the head and 10.95” to the tip of the dome. The dome might not be on the figure in the box allowing the box to be 10”. Mattel also made a small line of figures back in the early 90's, consisting of the family members, Nelson, and Bart as Bartman. I wanted these so much as a kid but Simpsons were frowned upon by my parents for a while. The card deco for them is pretty awesome. Their blue-shirt Bartman is what I wanted S7 to emulate.

The reason I reckon that Kane and Kodos are around 12~ inches total is the top of their dome.
Take Burns as an example of a normal 7 inch figure. Unless he's much shorter, if he does stand at 7, Kane and Kodos have to be at least 8-9 inches tall, without their dome. The dome itself goes much higher, with the tip being around 11-12 inches. Just by eyeballing it anyways.
Also it needs to be said, the boxes are not final. They give out a generic idea of how big the boxes are and figure that out later.

I would guess the difference comes down to either the helmet not being on the head in box or the tentacles not being fully extended.

I'm sure the box dimensions were a cut and paste template they have for most Ultimates, and someone just didn't catch it.
Mumm-Ra is larger than a standard figure, and his box was bigger, so I assume the same is true for the aliens.
