Jada is pretty sparse with the news. I could have sworn they said by early 2023 we'd know who'd be in wave 2 and 3. So far we haven't even seen official finals of Chun Li and wave 2 is still early prototypes. I feel the team is running into a lot of challenging trying to get these out the way they want. I really hope pre-orders for Ryu and Fei Long have been good.

It has been mentioned that wave 3 will be announced over the summer, I believe they talked about SDCC specifically.

I think Jada is falling into the weird limbo that basically every company is right now with new reveals. Normally New York Toy Fair has come and passed and companies have shown typically what their next 6 months of offerings are. Even during pandemic years with no NYTF, every company had their own stream for reveals. Now with no NYTF until the end of the year this year, almost no company outside of Hasbro/Mattel/Boss Fight Studios have done major reveals for their upcoming figures. If everyone is waiting until SDCC/NYTF, I can't see the first half of 2023 having many reveals from any company. The back half of 2023 and early 2024 will also get flooded with too much product from everyone.

If we want to play fourth round I like your Guile idea and think maybe Sagat would be good as a big boy and a bad guy then maybe have Vega as a middle of the road guy that nobody is hanging out for but we all want him to be done
I'm on a roll now so as we only have 6 characters left Blanka (guess i ended up using honda in wave two), Balrog(yawn), Dhalsim, T-Hawk, M Bison and Zangief. Of this lot 4 are big boys, so two in each wave, two are bad guys, so split them up. So wave 5 Balrog, Zangief and T-Hawk. This would be the most boring wave but if you have stuck around for four waves your probably sticking this out to the bitter end. Leaving Bison, Blanka and Dhalsim for our big finish.
Now you can see how wrong I am and why i'm not a product manager.

I'm thinking for wave three it would be good to show the fan base that they are still on track to do all the original SFII guys. With this in mind I would say they would get big props for being the first company to do Dee Jay, I would throw Cammy in as well and I think you need one of the big boys for the third slot to show that they are willing to do different body types so I imagine fans choice would be E Honda or Blanka.

I think Guile and Cammy need to anchor at least 2 waves. I can see Violent Ken and Evil Ryu being fillers for future wave or in a wave where they release a big boy like Gief, T.Hawk, or Honda. Or the mid bigs like Balrog and Blanka.

Ok after sitting down with a piece of paper and scratching the old noggin a bit, Firstly it turns out 16 cant be evenly divided by 3 (who knew) so thats why in my plan a couple of fellows were getting two outings so anyway grab your credit cards because my crystal brain tells me this is the line up 100%

On the topic of character waves and SDCC I'm just going to quote myself here:

Just spitballing, but I'm guessing it's the extra shown at SDCC is some sort of stage dio / backdrop. Alternatively, some sort of crossover figures amongst the Capcom licenses. Stryder Ryu, Captain Commando, or MvC Megaman or Zero.
Also, one thing I hadn't considered is that the SFII roster has repeatedly been mentioned as a 16 character roster, but that does not include Akuma or the Evil variants. Both those were mentioned in the stream and acknowledged that it would be cool to get, but the focus on the 16 character roster might mean we don't see him as soon as we could (or I would expect based on parts resuse and popularity).

Some figures will be deluxe releases though, and I'd wager Zangief, T-Hawk, and E. Honda are almost absolutely deluxe releases. And Juhn has stated that every wave would be two anchors and a wild card.
I'd move Vega up to wave 3, for a second anchor and because him and Cammy would be a fun pairing for a wave. If they're in waves, Violent Ken will be in wave 4 and Evil Ken in wave 5. Akuma stays in wave 6 as a lead-in to SF Alpha, which the rest of his wave would be focused on.
Some MVC one-offs would rule.

I can definitely see a shoto filling each wave to cut down cost. So with 3 left, it can be expected that there would be a total of 5 waves. With wave 3 bigs sandwiched between the 5.
